Mary Afuso is the Director of Planning and Economic Development for the Coastal Bend Council of Governments (CBCOG). For the first half of her career, Afuso worked in Los Angeles, San Franciso and Phoenix focused on telecommunications and workforce development. Since moving to the Coastal Bend, Afuso brought her private industry experience to the Workforce and Education sectors. Afuso spent 13 years as Director of Corporate Services at a local college, where she assisted global companies to train and retain their workforce. At CBCOG, Afuso works with communities around the Coastal Bend to build capacity in infrastructure and economic development. In this role she has applied for and secured millions of dollars of funding to assist communities with infrastructure development in water, transportation and communications. Originally from the Chicago area, Afuso holds a BA from the University of Wisconsin and an MBA from Texas A&M University Corpus Christi. She and her husband have 3 sons. They live in Corpus Christi.

Mike Culbertson, President and CEO of CCREDC, is primarily responsible for the economic development effort in the Coastal Bend. He has a staff of five that work to attract and retain companies to the region. Mike graduated from King High School here in Corpus Christi. He attended the University of Texas where he received his BS degree in Aerospace Engineering. Upon graduation he was commissioned in the United States Navy. He received his Navy Pilot’s wings of gold at NAS Kingsville. He was deployed on five cruises, amassed over 3,500 flight hours and over 600 carrier arrested landings on ten different aircraft carriers including USS Lexington flying the A-6E Intruder. When he left the Navy, he attended the University of Houston where he graduated with his MBA. Mike has held various financial positions in industry from Controller to Chief Financial Officer. He is a licensed CPA. He joined the Corpus Christi Economic Development Corporation in 2009. He has achieved the professional designation of “Development Finance Certified Professional.” He is married to the former Dr. Debi Manning, Ph.D. of Corpus Christi, she retired from Texas A&M University – Corpus Christi. Under her leadership, the Workforce Development team aligns education, workforce, and economic development to meet the talent needs of the San Antonio region’s current and future employers. Romanita’s team leads the largest work-based learning program in the region to prepare workers for jobs that provide economic mobility. Prior to joining greater:SATX, Romanita served as president and CEO of Fluent Strategy Group working with clients such as H-E-B, AARP and Zero-to-Three on strategic initiatives, federal funding, public policy, and multicultural marketing. Romanita’s career spans workforce development, education policy, and media relations, having served as Deputy Director of the White House Initiative on Educational Excellence for Hispanic Americans and Director of Hispanic Outreach and Communications at the U.S. Department of Education with the Bush Administration. Prior to that, she was the Texas Media Director for U.S. Senator John Cornyn of Texas, serving as Spanish spokesperson and coalition liaison to Hispanic organizations. Romanita serves as the Vice Chair of the Texas A&M University–San Antonio Foundation, on the Advisory Council of the United Way of San Antonio and Bexar County, and on the Our Lady of the Lake University (OLLU) Board of Trustees. In 2022, she represented San Antonio alongside a cross-sector team of business and non-profit leaders at Harvard Business School’s Young American Leaders Program (YALP) as part of their U.S. Competitiveness Project.

Dr. Dreand Johnson, Dr. Dre as commonly known, is the Vice President of Instruction at Coastal Bend College in Beeville, Texas, where he excels in relationship development and is well-versed in enrollment strategies, fundraising, workforce education, and operational management. He plays a pivotal role in supporting faculty and staff while fostering strong partnerships with community organizations across the college’s satellite locations. His collaboration with local Economic Development Councils and government officials has significantly enhanced opportunities for students and contributed to the growth of the college. Before his current role, Dr. Johnson served as Provost at Trinity Valley Community College and held various leadership positions, including Associate Vice Chancellor of Academic Affairs at Metropolitan Community College and Vice President of Instruction at Iowa Central Community College. His career also includes Dean roles at Tarrant County College and Alamo Colleges, as well as a tenure as a History professor at Lone Star College, Tomball. Dr. Johnson has been instrumental in expanding dual enrollment programs, thereby improving access and success for high school students. He has cultivated partnerships with nonprofit and corporate leaders to further enhance educational opportunities. He holds a B.A. in History from Texas Southern University, a Master’s in Liberal Arts from Houston Baptist University, and a Ph.D. in Educational Administration from the University of Texas at Austin.

Adrian Lopez, CEO, Workforce Solutions Alamo Adrian Lopez has more than 25 years of community and economic development experience. He has dedicated his career to public service, working in City, County, Council of Governments, non-profits, local housing authorities and currently as the CEO for Workforce Solutions Alamo – leading one of the 28 workforce boards in the State of Texas. His background includes grant management, infrastructure development, housing, social services, workforce development, commercial revitalization, administering incentive programs, and building collaborations. His work includes nationally recognized programs. Most recently, Adrian led the workforce development response to the pandemic where the 13-County Alamo Region witnessed more than 330,000 job losses. His commitment to serving the community extends beyond his professional pursuits, having held numerous civic positions to serve children and families. Sammi Morrill, Ph.D. serves as the Associate Vice Chancellor for Economic and Workforce Development, Alamo Colleges District. In this role, Dr. Morrill supports overall operations for the department and is principally responsible for the leadership of seven regional education and training centers and a broad portfolio of workforce and adult education and literacy grant programs. She represents Education on the Board of Directors for Workforce Solutions Alamo and serves as Board President on the Schertz Economic Development Corporation. She has extensive adult education and training experience from her 16-plus years with the U.S. Air Force, managing large scale, critical skill training programs in aerospace, healthcare, and technical fields. As a senior civil administrator within HQ Air Education and Training Command and at the School of Aerospace Medicine, she worked in concert with the Community College of the Air Force. She earned her Ph.D. in Higher Education Administration from the University of Texas at Austin and both her Master of Arts in Human Resource Development and Bachelor of Science in Life and Earth Sciences from Midwestern State University.

Amy Mundy is the Executive Director of Victoria College Advancement & VC Foundation. She provides operational leadership for the development, implementation and growth of a comprehensive program advancing the mission of Victoria College and the Foundation. Amy began her educational journey at Victoria College before transferring to the University of Houston-Victoria where she obtained her Bachelor of Arts degree. She served as a full professor in the Alamo Colleges District in San Antonio, Texas for 13 years. Her passion for advancing nursing education led her to become an Executive Director of the RN to BSN program at the Department of Nursing, the first of its kind in a community college setting. An experienced leader in the energy sector, Omar Garcia is the Chief External Affairs Officer for the Port of Corpus Christi – currently ranked the largest U.S. port in total revenue tonnage as well as the nation’s leading energy export gateway. In his role, Garcia liaises between Port of Corpus Christi executive leadership and the public advocacy groups, local and national elected officials, business leaders, community members and regional stakeholders. He manages all external affairs for the Port of Corpus Christi and is responsible for oversight and guidance of Government Affairs, Public Affairs, Communications, Trade Development and Community Relations. Garcia oversees more than $5 million of community giving annually and coordinates national media outreach campaigns for the Port of Corpus Christi. Prior to joining the Port of Corpus Christi in 2018, Garcia served as the Chief Executive Officer of the South Texas Energy & Economic Roundtable (STEER), where he facilitated communication, education and public advocacy surrounding the production of energy resources in South Texas. Garcia is a former vice president of the San Antonio Economic Development Foundation and has more than 14 years of economic development experience, including positions with the Texas Governor’s Office, TIP Strategies, Corpus Christi Regional Economic Development, and the City of San Antonio’s Economic Development Department. Garcia’s lengthy career also includes two years with Bank of America, where he served as Vice President of Business Development for the Treasury Management division. A native of Kingsville, Texas, Garcia is highly skilled in developing public and economic policy, having been appointed in 2010 to the Texas Economic Development Corporation by then Governor Rick Perry. In 2021, the prestigious Texas Lyceum swore in Garcia as a director. Garcia holds a degree in International Business and Spanish from St. Edwards University and is a certified economic development finance professional through the National Development Council.

Rudy D. Garza is the President & CEO of CPS Energy, the nation’s largest community-owned electric and natural gas utility. He is the first Hispanic leader to hold the position. Rudy has more than 25 years of experience as a leader in the utility industry and has served in both the public and private sectors over the course of his career. Rudy successfully led the company through the approval of two rate cases in 2022 and 2023. He also led the comprehensive strategic engagement plan for Board of Trustee approval of a blended generation planning approach to power our growing community now and in the future. To deliver on CPS Energy’s mission to serve our community, Rudy developed a strategic plan called Vision 2027, a roadmap to guide CPS Energy through the rapid transformation of the utility industry. Rudy joined CPS Energy in 2012 and previously served as Chief Customer & Stakeholder Engagement Officer and as Senior Vice President of Distribution Service & Operations where he oversaw the maintenance and construction activity of the electric distribution system. He also served the company in the role of Vice President of External Relations. Rudy has a Bachelor of Science in Electrical Engineering from the University of Texas at Austin and a Master of Business Administration from the University of North Texas. He continues to serve his Austin alma mater as an Engineering Advisory Board member for the Cockrell School of Electrical Engineering. Jorge Leal, FACHE, currently serves as the Chief Executive Officer of Laredo Medical Center since December 2020, playing a key role in the growth, change and advancement of the hospital and its affiliated clinics. Mr. Leal previously served as Chief Operating Officer at LMC since February 2016, and prior to that, as the Assistant Chief Executive Officer since July 2014. He has strong leadership experience gained through holding executive positions in Tyler, Gilmer and Quitman, Texas over the past 14 years. Under his leadership in Laredo, he has been responsible for hospital-wide operations and instrumental in the growth and development of several key service lines, including the reopening of the Open Heart program and a major $6.9 million investment for the renovation of the Cath Labs, with the capabilities to provide services that had not been available locally until now. Additionally, he has played a key role in expanding the hospital's infusion center, providing important cancer care and other infusion therapy treatments. Furthermore, he has helped the hospital reach new heights of achievement in the recruitment and expansion of medical access points in primary care and specialty services in our community. Under his tenure, he has spearheaded the primary care residency programs for family medicine and internal medicine, ensuring that the Laredo-Webb County region has access to high quality providers for years to come. Additionally, our team of primary care providers has grown from one provider in 2020 to an impressive 9 providers, with the addition of 12 specialists in bariatric surgery, cancer care, cardiac, vascular and thoracic surgery, ear, nose and throat, general surgery, hematology oncology, interventional radiology, radiation oncology and urology. Aside from his chief responsibilities as the CEO of Laredo's largest hospital, Jorge is an active community leader in a number of civic organizations, including the Laredo Daybreak Rotary, Mercy Ministries of Laredo – past Chairman of the Board, United Way of Laredo- 2022-2023 President, Laredo Chamber of Commerce-Executive Board member, United Day School and Laredo Country Club Finance Committee. At the state level, Jorge was elected earlier this year to the Texas Hospital Association’s (THA) Board of Trustees. And at the national level, he has been elected an At-large Delegate to Regional Policy Board 7 of the American Hospital Association (AHA). Jorge has been active in both THA as Board Member for the association’s Council on Policy Development and HOSPAC, and the AHA as a State of Texas Delegate for the AHA RBP 7. Jorge Leal is also a Fellow of the American College of Healthcare Executives who received Board Recertification in 2023; he was part of the inaugural class of the Texas Hospital Association Leadership Fellows Program. This year, Mr. Leal was the first to receive the inaugural Outstanding Alumni Award from the Texas A&M Master of Health Administration Alumni Association. Born in Nuevo Laredo, Mexico, Leal is a graduate of St. Augustine High School and obtained a Bachelor degree in Biomedical Science and Master in Health Administration from Texas A&M University. He is excited to follow in the footsteps of his parents who are healthcare providers in Nuevo Laredo. His father, Ernesto Leal, MD, is a practicing physician, and his mother, Maria Teresa Leal, recently retired after 35 years serving as director of the Lab Department at ISSSTE Hospital. Jorge’s wife Arlene is a special education teacher with specialization in Autism. Arlene and Jorge have a daughter Natalia and a son Jorge Ernesto. Prior to this role, Mann served has served in various leadership roles to include; Chief Executive Officer for Valley Baptist Medical Center in Harlingen, Market President and Chief Executive Officer of Hospital Partners of America’s (HPA) Austin, and as System Chief Operating officer for a multi-hospital HPA system in Houston. Additionally, he has held the position of Chief Executive Officer for two hospitals with Iasis healthcare. He began his career with Hospital Corporation of America (HCA) as head of operations for Corpus Christi Medical Center, a multi hospital system, in Corpus Christi, Texas. Ms. Sanchez is a native Texan. She attended Texas State University, where she earned a Bachelor of Arts Degree in Psychology. She later earned a Master of Arts Degree in Counseling from the University of Texas at San Antonio and is a Licensed Professional Counselor. After completing her graduate studies, Ms. Sanchez moved to Phoenix, Arizona, where she began her professional journey as a counselor working primarily with children and adolescents in underserved communities in Phoenix. It was in Phoenix where she found her innate ability to connect with individuals facing trauma, substance use disorders, and mental health challenges. In her tenure as a Youth Services Coordinator in Arizona, she had the opportunity to establish school-based Family Resource Centers that provided vital support and resources to children and families in need. Upon returning to Texas, Ms. Sanchez joined Camino Real Community Services in 1997, where she quickly rose through the ranks, assuming various leadership roles within the organization. From Clinic Manager to Children Services Director, she spearheaded initiatives that expanded access to mental health services for individuals of all ages. In her capacity as the Mental Health Services Director, the Mental Health Services Department flourished, implementing evidence-based practices and forging strategic community partnerships to address mental health challenges throughout a nine-county region. In June 2021, Ms. Sanchez assumed the role of Executive Director, a position she continues to hold with unwavering dedication and passion. Kyle has a Bachelor of Science in Health Administration Service with a minor in Military Science (Army ROTC) from Weber State University where he was commissioned as a Medical Service Corps Officer in the United States Army and later graduated Magna Cum Laude with a Master’s in Healthcare Administration from Ohio University. My name is Brad Coe and I am the Sheriff of Kinney County Texas. I am currently in my second term as Sheriff. Prior to being elected as sheriff, I spent over 30 years with the US Border Patrol, all of which was in Kinney County. Kinney County Texas lies in southwest Texas and has 16 miles of border with Mexico. Kinney County is roughly 1370 square miles, raking 27th in size. Currently the population is under 3200 people. Kinney County is primarily agricultural land for the raising of sheep, goats and cattle. One of the primary sources of revenue is the hunting industry. My office has 6 fulltime deputies and 8 parttime to cover the 1370 square miles of the county. This causes large areas of the county to go unpatrolled. The majority of their patrol areas are withing the city limits of Brackettville and Fort Clark Springs, which is a gated community within the county. Currently Kinney County is under siege by illegal immigrants either walking through local ranches, or being smuggled through the county on the back roads that circumvent US Border Patrol Checkpoints. I am here today to discuss the impact this immigration crises is having on Kinney County’s resources and revenue. Out of Control Immigration With the current “open door” policy, Kinney County has seen a dramatic increase in illegal alien activity. The number of migrants seen on our game camera system is currently averaging 165 people per night (60,225 this year). These are also considered got a way since Kinney County does not have the personnel or equipment to actively pursue these subjects. Damage to fences, water troughs and structures has ranchers spending more on repairs than they can afford. There currently is no way to recoup those losses. The loss of the ability to grow crops is an issue also. With large groups walking cross country, creates trails that prevent the grass and natural foliage to grow, reduces the grass for the livestock. Our “game ranches” specialize in exotic animal hunts year-round. Some of these hunts cost up to $40,000.00 per animal. With the constant foot traffic walking through these ranches, the animals are harder to locate and often are spooked by illegal aliens while the hunter is watching the animals. Which can and will result in the loss of revenue for the rancher. Smuggling Kinney County has 6 highways that lead directly from the border area into the county, plus two other roadways that circumvent the US Border Patrol checkpoint on U.S. Highway 90. These highways have seen and unprecedented increase in human smuggling activity. For calendar year 2022, Kinney County Deputies arrested 741 human smugglers and filed over 3000 felony charges. This is a huge increase from calendar year 2021 in which we arrested 169 human smugglers. Currently we are on track to exceed over 900 human smugglers for calendar year 2023. With the increase in human smuggling comes the increase in vehicle pursuits and bail outs. The number of pursuits has increased with the increase in human smuggling arrests. With these increases, the risk of traffic accident and deaths associated to these accidents also increase. With the increase in pursuits that result in traffic accidents puts a huge strain on our first responders. In December of 2022 an accident that was the result of a driver trying to flee from law enforcement, lost control of the vehicle, killing himself and two other, later identified as being in the US illegally, and required 3 others, who were thrown from the vehicle, to be transported to area hospitals due to severe injuries. First Responder Resources Kinney County only has one EMS team on duty at any given time. Our Fire and Rescue Department is all volunteer. This accident required Kinney County to request EMS assistance from neighboring Val Verde County. As a precaution, Air-Life was also dispatched in the event they would be needed. This accident tied up all of Kinney County’s first responder resources. Resources that are provided for by tax payers of Kinney County. Kinney County does not have a tax base that sustain this type of emergency. Not only were our first responders timed up, but resources from Val Verde County were tied up as well. It's not uncommon for EMS to be called out for illegal aliens who have suffered an injury or has become dehydrated while walking cross country. Often EMS has to transport these individuals to Val Verde County since Kinney County does not have an emergency medical facility. This too ties up a county resource. Often the county does not get re-imbursed for these services, creating another burden for the local taxpayer. During one instance where EMS was tied up with injured illegal aliens, a resident of Kinney County suffered a heat attack. A second team had to be called in to respond to the call. The Kinney County resident didn’t survive. Would he have survived if the primary on duty EMS team responded? We’ll never know. Closing Kinney County has no industry to support it. We depend on our ranchers and hunters. We have no port of entry for international trade, or tourism. At one time Kinney County was a world leader in the production of wool and mohair. That has gone away. Kinney County was the Movie Capital of Texas. John Wayne’s The Alamo, Lonesome Dove, The Gambler, Bad Girls, Just name a few that were filled here. Alamo Village was huge tourist attraction, which brough in people from across the county. That has closed. All we have left is our agriculture and hunters. If out ranchers sell due to loss of revenue, who’s going to buy the property? If the hunters quit coming, our gas station, our grocery store, and restaurants are going to close. What happens to the residents of Kinney County when the ranchers go out of business and the hunting quit coming? This is why I am fighting so hard, so I don’t lose the county. Questions pertaining to: Landowner re-imbursement Landowner liability Interstate Compact to allow state level officers to arrest and prosecute federal violations Ex. Illegal entry to the US Inter-agency cooperation Needs improvement. Turn over aliens for prosecutions Prosecution Levels Need additional resources 8 years behind. Facilities Jail closed No female space Radio Communications with other agencies Can no longer communicate via radio to outside agencies. Sheriff J. E. Eddie Guerra was elected as Hidalgo County Sheriff in November 2014, after having been appointed by Commissioners Court and serving as interim Sheriff since April 2014. Guerra was re-elected in 2016 and re-elected for a third term in 2020. As Sheriff, Guerra is responsible for enforcing state and local laws relating to public safety and welfare, and he has made it his priority to uphold the Sheriff's Office to the highest standards. He worked diligently to restore the public trust in the County's law enforcement by re-evaluating policies and procedures, changing top leadership, and implementing an efficient management style. As Sheriff, Guerra oversees approximately 800 deputies and staff, including the county jail. Under his tenure, Hidalgo County has consistently seen a decrease in violent crimes, even as the population has increased. Guerra has 28 years of law enforcement experience, including Guerra served as Hidalgo County Precinct 4 Constable beginning in 2009. He was emphatically re-elected and served as Constable with distinction until elected Sheriff in 2014. Over his reputable career as Sheriff, Guerra has received numerous appointments, awards and accolades. Guerra was appointed by Texas Governor Greg Abbott to the Domestic Terrorism Task Force, an acknowledgment of the pivotal role he plays in protecting our region, state, and country. Guerra is currently Chairman for the Southwestern Border Sheriff’s Coalition, and Border Committee Chairman for the Major County Sheriffs of America. Guerra was also recently elected Chair of the inaugural board of the Rio Grande Valley Emergency Communication District, which oversees the planning, implementation, and maintenance of the emergency 9-1-1 systems for Hidalgo County, Willacy County, and twenty-five cities within the District. In 2021, Guerra was awarded Outstanding Public Official by the Hidalgo County Bar Association at its Law Day Gala. Most recently, in 2022, Guerra was awarded the prestigious Bert Ford Commendation Award by the Texas Alcoholic Beverage Commission (TABC). Each year, the TABC selects one Sheriff from all of Texas’ 254 counties to be recognized with this award. Guerra was born in McAllen and grew up on the D.V. Guerra Ranch, named after his grandfather. He graduated from Edinburg High School and holds a Bachelor of Science Degree in Agricultural Education from Texas A&M University, College Station. Guerra has been married for 33 years to Norma, an ECISD educator who was awarded the 2014 Teacher of the Year by Brewster Elementary. Together, they share the love of their children: triplets Krystianna, Andres, Laryssa, and Miguel; and two grandchildren. The Guerra family attends St. Anne's Catholic Church in Linn.

On April 1 Monday morning, Oscar Rivera was sworn in as our newly appointed Sheriff. Sheriff Rivera has been a resident in the county for more than 40 years. He served under former Sheriff Leroy Moody in 1977 as a deputy sheriff. Sheriff Rivera has also worked as a DPS state trooper, a Texas Ranger, and as Chief Deputy of San Patricio County.

Sheriff Javier Salazar was sworn into office on January 1, 2017, as the 34th Sheriff of Bexar County. He is a Bexar County native and a graduate of Samuel Clemens High School. He attained his Associate's Degree in Criminal Justice from the Alamo Colleges District. He later received his Bachelor's Degree from Wayland Baptist University and holds a Master's Peace Officer License from the Texas Commission on Law Enforcement. ★★★* Prior to being elected, Sheriff Salazar served with the San Antonio Police Department (SAPD) for twenty-three years. He joined SAPD at the age of 21 and worked in various capacities. Sheriff Salazar first worked as a patrolman, then in Downtown Bike Patrol, and was one of the first members of the Community Policing Unit known as the San Antonio Fear Free Environment (S.A.F.F.E.) Unit. He promoted through the ranks of the SAPD also serving in Narcotics, the Executive Protection Detail, and in the Office of the Chief. He then became an Internal Affairs Investigator and in 2012, the Director of Communications. His last assignment with the SAPD was as Director of the Department's Integrity Unit. During his tenure with the Bexar County Sheriff's Office, Sheriff Salazar has created several units including; Adult Detention Mental Health, Contraband Abatement Team, and the Applicant Processing Unit. In the interest of community engagement and safety, he has also created the Public Integrity Unit, Mounted Patrol, and Special Victims Unit as well as the Sheriff's Community Oriented Response and Education (SCORE) Unit. He has made community engagement one of the top priorities of his administration. In doing so Sheriff Salazar has created several programs including; Active Shooter Training, Gold Badge Business Certification, Pastors on Patrol, the Senior Fraud Program as well as the Sheriff's Citizen Academy. He is married to his beautiful wife Sarah and is the proud father of two daughters. Sheriff Salazar's philanthropic work includes serving on various nonprofit and community organizations.
